Japan donates Shs10 billion to Karamoja
The Japanese government has donated about Shs10 billion towards emergency and livelihood programmes in the Karamoja region. The funds to be channeled through the World Food Programme (WFP), will see about Shs6 billion go towards emergency activities in response to drought in the region and about Shs3 billion to the Karamoja productive assets programme.

MYANMAR: Rural poor hit by arbitrary “taxes”, says report
Myanmar’s military government, with soldiers scattered throughout the country, is arbitrarily levying fees from the rural poor, pushing some into hunger and debt, experts say. World Bank raises Pakistan funding
The World Bank has raised its funding for Pakistan's flood disaster recuperation to $1bn. An additional $100 million has been pledged, the bank said on Wednesday, to help with the worst disaster in the country's history. (..) The World Food Programme on Wednesday warned that Pakistan faced a "triple threat". "There is a triple threat unfolding as this crisis widens and deepens," Josette Sheeran, the World Food Programme chief, said at a conference with other UN officials in the Pakistani capital, Islamabad, after visiting flooded areas on Wednesday.

How to help small farmers around the world
The other day, I received a reminder from Burwinkel Farms about the "yummy fruits and vegetables" still available for the summer season. Burwinkel operates a stand around the corner from my home and they specialize in sweet corn!! (..) The World Food Programme (WFP) says: "Many smallholder farmers lose a significant percentage of their produce due to poor storage facilities and poor storage techniques. Crops rot or are stolen." WFP helps farmers to improve storage facilities through the Purchase for Progress initiative.

For hundreds of thousands of Pakistanis forced by the floods to abandon their homes, food is a primary concern: some families have gone days without a meal. Russian Drought Spurs Worldwide Food Price Hikes
Severe drought in Russia has sent world food prices 5 percent higher in recent months, according to a new report by the United Nations, and though they remain well below the record levels reached during the 2007-08 world food crisis, the higher prices have already fueled deadly riots in Mozambique. (..) Elsewhere, a separate report Tuesday by the U.N. World Food Program (WFP) warned that Pakistan's woes were only beginning. Northern Pakistan Slow To Recover From Floods
Epic floods began a month ago in northern Pakistan. Unlike flooding in the south, which was vast but slow moving, the floods in the north struck quickly in the mountain passes -- taking out 150 plus bridges, roads and riverside houses. (..) Well, at this moment, we're at a food distribution center at a place called Fatehpur.(..) It's one of the areas the Americans are pouring their aid. But at this distribution center, there are sacks of World Food Programme wheat that are piling up in front of us. People are coming for the week. They're coming for cooking oil and they're coming for high-energy biscuits. They get a month's worth of rations at a time.

Over 20 million affected due to floods : Gilani
Prime Minister Syed Yusuf Raza Gilani said on Wednesday that Pakistan suffered colossal damages to life and property at the hands of unprecedented floods which ravaged the whole country from north to south.He said that over 20 million people have been affected which outnumbers the combined affected people of the recent four major international disasters i.e. 2004 Tsunami, the South Asian quake of 2005, Katrina and 2010 Haiti quake. During meeting with the delegation of the World Food Programme lead by Ms. Josettee Sheeran, Executive Director, the Prime Minister appreciated prompt response of WFP which has been providing emergency support to 2.6 million flood-affected populations in Pakistan.

NEPAL: Another blow to food security
Farmers may reap as little as half of their normal harvests this year due to late monsoon rains in Nepal, a country constantly battling malnutrition and food insecurity, the World Food Programme (WFP) warns. "What we're concerned with is the mid and far west - the hills area," said Dominique Hyde, deputy country director of WFP in Nepal. The regions are home to 600,000 of the country's estimated 3.6 million food insecure, according to WFP's August food security bulletin.

SOUTHERN SUDAN: Emergency Hunger Gap Response: Airdrops commenced Thursday 29 October 2009 with WFP delivering emergency food assistance to vulnerable populations in prioritized locations in three states: Warrap, Jonglei and Upper Nile. As of 16 November, 1,130 mt of food have been delivered through airdrops. The plan is to deliver over 4,300 mt through airdrops to 22 drop zones in the three states to assist some 158,000 people affected by the extended hunger gap through December 2009. This is WFP’s first airdrop in Southern Sudan since 2007.

Buaale WFP office launched boat operations along Juba River after the roads became inaccessible due to the current heavy rains that have also increased the risk of excessive flooding along the river basin. During the reporting period two WFP boats were deployed for the team on nutrition screening missions in Sakow and Salagle. The boats are scheduled to transport 60 mt of food to five final distribution points in the Juba regions from Buaale.

Prime Minister Muzito launched on Friday, 6 November the fund for the government plan for stabilization and reconstruction of areas emerging from armed conflict (STAREC). The initial amount of the stabilization fund is US$20 million provided by the United Nations peace-building fund. The first bilateral contributions of US$2.7 million and €6 million had been announced by the Netherlands and Belgium respectively.

First trucks carrying sugar for school meals for Kanem (in the west of the country) and Guéra (central Chad) arrived in N’Djamena last week and all is being done to get food positioned in these regions by 15 November. The convoy of 24 trucks carrying 720 mt of sorghum that left Benghazi (Libya) last week is expected in Abéché in the first week of December. This is the first lot of the 17,320 mt that were received in Benghazi early last month for EMOP 10559.1.

WFP winter pre-positioning of nearly 33,000 mt of food continues. Thus far 27,400 mt (83 percent) of the total planned food has been dispatched to 18 provinces. The pre-positioning is for WFP normal activities to ensure a continued food supply to vulnerable communities in remote areas which become inaccessible during the harsh winter. The first snow fall of the winter in the mountains areas has already occurred.

WFP will begin facilitating individual cooking in zones II and VI of the largest IDP camp at Menic Farm, as NGO’s have exhausted their funds to continue with communal cooking arrangements. WFP plans to distribute dry food rations to some 55,000 displaced persons in zone II alone. Local Government counterparts are attempting to procure complimentary food items to distribute with the general food rations for now. WFP continues to feed the estimated 270,000 IDPs in temporary transit camps, and is currently dispatching approximately 900 mt of food commodities each week to the IDP population.

In light of the precarious pipeline and as part of the ongoing strategic review, WFP has started to phase out the support for Maternal and Child Health Nutrition Programme from seven centres in Lower Shabelle and five others in Bay/Bakool in order to prioritize life-saving intervention such as targeted supplementary feeding programme (TSFP), in coordination with UNICEF and nutrition cluster partners. In central Somalia, WFP is completing distributions for Blanket Supplementary Feeding Programme (BSFP) as initially planned before switching to TSFP. WFP is currently working with Food Security and Nutrition Analysis Unit to design an evaluation of the impact of BSFP as part of the October nutrition survey. The transition to TSFP is likely to be delayed due to the current security and pipeline situation.

Results from recent nutrition surveys in various districts have been released. They indicate that global acute malnutrition (GAM) rates are above emergency threshold in the arid districts. The rates are also considerably higher than the norm for semi arid districts. The deteriorating situation is confirmed by surveillance information, which is showing a worsening situation in most drought affected areas.

Darfur: Food distributions are continuing to more than 3.6 million beneficiaries in Darfur, including some 1.1 million beneficiaries in areas affected by the NGO expulsions. The overall number of people requiring food assistance has increased as the lean season deepens. Negotiations are ongoing with new and existing NGO partners to cover gap areas that exist in Darfur. Short-term agreements have been signed with the Sudanese Red Crescent and Catholic Relief Services to cover some of the gap in West Darfur, and with Africa Humanitarian Action for North Darfur. This leaves nearly 60 percent under WFP direct management. WFP will continue to do joint distributions with partners while assessing and augmenting their capacities.

Somalia faces its worst humanitarian crisis in 18 years amid an escalating civil war that threatens to push the country into further deteriorations in food security and nutrition status of the people. Results of a country-wide comprehensive inter-agency assessment, led by FAO Food Security Nutrition Analysis Unit (FSNU) with the participation of WFP, confirms that the humanitarian crisis in Somalia is widespread and severe with half of the population in humanitarian crisis. Seventy five percent of them are concentrated in south and central Somalia, where the fighting is greatest and which are most inaccessible to humanitarian operations. One in five Somali children is acutely malnourished and one in twenty is severely malnourished. The number of internally displaced people has increased by more than 40 percent since January 2009. Whereas WFP efforts to sustain food assistance interventions for 3.5 million vulnerable Somalis are critically jeopardized by funding shortfall of US$189 million from September 2009hrough March 2010.

WFP shortfalls over the next six months (September 2009 – February 2010) are 260,000 mt of food or US$230 million, to provide emergency food assistance to millions of Kenyans affected by deepening drought and continued high food prices, as per the findings of the just-concluded long rains assessments.
